We made an inventory on problems that were raised by local actors, then we started to identify the legal-administrative aspects of them with the help of interviews, conducted with sectoral experts. We tried to identify the sectoral (general) consequences of obstacles along certain border areas on the basis of the interviews. Thus, stakeholder workshops focused on specific border areas, while the interviews rather contained sectoral approach. Where it was necessary and possible, we sought to address experts beyond the borders during our interviews.
